Cultural Lag

The concept of cultural lag was first used by W. F. Ogburn in his famous book “Social Change.” He defined it as “The strain that exists between two correlated parts of culture that changes at unequal rates of speed may be interpreted as a lag in the part that is changing at the lowest rate for the one lags behind the other.”
